A. Any utility company that bills after the fact is extending you credit. It lends you water, electricity, telephony services or whatever and you pay it back in the form of cash at the end of each month. And yes, some, though by no means all, utility companies do report your payment history to the bureaus. It's their choice to do so or not. This guy should be a lot more concerned about the credit card accounts he claims he never owned and yet are on his report. Sounds like he's a victim of ongoing identity theft and has been for years. (This is why the FTC mandated free credit reports in the first place.)
