Washington DC schools spend more per pupil than just about every school district in the US, yet it has some of the lowest performance in the country. By contrast, Holmdel school district in New Jersey has been among the lowest cost per pupil in that state, and has had some of the highest test results and performance from its graduating classes. One other point to consider, DC often has to comply with federal mandates that jack up costs in things like education and has most of the duties of a state without the comparable taxing authority or ability to set things as it desires. DC also has costs nomrally assumed by states that it has to include in any per pupil amount spent that other places don't. First, you're comparing Holmdel to which schools, which set of schools are you comparing to? It's difficult to compare schools across state lines because the tests vary from jurisdiction to jurisdiction. Sorry but you still can't deny that more money seems to be a key ingredient in Pennsylvania, and that Philly is stuck with costs that a school district like Holmdel does not have to deal with. Consider for example that the cost of subsidized lunches is included in the cost normally associated with a per pupil cost. Philadelphia undoubtedly has more economically poor students, it also undoubtedly has more need for special education and the like all costs associated with school operation in any large district. Philly is underfunded and some small school district that is successful doesn't prove your point when the other districts in PA that are successful spend more than Philadelphia without having all of the associated costs per pupil that Philadelphia has. Consider for example all of the bussing that Philadelphia has to pay for, including students who don't attend public schools.
