Help with debt collection agency in UK ?

Q. I have for a long time been a BT Cellnet customer and due to a mix-up their side they assigned me an addittional account number which I refused to pay until a explanation had been supplied - this was back in spring 2000, In Dec 2000 I receive a letter frm Hammond & Suddard Solicitors asking me to pay the amount (GBP43.50) directly to BT Cellnet, I fax back including my American Express card number authorizing them to deduct the amount after having provided letter asking for payment, letter referring the matter to a solicitor/debt agency and all on and off line notes keept on myself. No response. I wrote the below letter after receiving yet another letter this time from FCA. Today I have received a post card with saying that "I Brown" will be calling at my address on Tuesday (no date) between 9am and 9pm. What is my rights? Have I not taken all steps to pay the debt? Should I take this to my solicitor? This is the letter I sent: BT Cellnet Ltd Debt Recovery Department Millshaw Park Lane Leeds LS11 0NE VIA FACSIMILE 0113 202 5819 18 February 2001 RE: ACCOUNT #XXXXXXX I am writing further to correspondence received from Hammond Suddans Edge dated 11 December 2000 and similar correspondence received from Financial Collections Agencies (UK) Ltd dated 12 February 2001. I am perplexed to understand developments in this case and am by this letter advising you of my position. The letter received 11 December 2000 was returned by fax 15 December 2000 22:34 to you using 0113 202 5819 transmission 40 seconds ok and CSI provided and recorded. This letter carried authorization to charge my American Express card (including card details) for the GBP43.50 upon providing copy of any letter asking for payment, referring the matter to a dept collection agency, and forwarding of all notes held on and off line relating to myself. No action has been taken concerning these details following your receipt of this letter. Considered that you have chosen not to provide the requested information, charge the American Express card as authorized nor contacting myself in case of any problems encountered or issues needing rectification; I consider the letter dated 12 February 2001 as harassment and question its legality under section 40 of the Administration of Justice Act of 1970. I strongly suggest that you immediately provide the requested information thus placing yourself in a position to charge the card number provided in communication of 15 December 2000. I will also welcome an apology for passing my details to Financial Collections Agencies (UK) Ltd for a matter to which a solution were already provided and lastly a report detailing the reason no action were taken on the facsimile of 15 December 2001. I trust this clarifies the position and welcome your urgent attention to this matter. Should I not receive any reply within seven (7) days I will consider this matter closed and withdraw my authorization for you to charge the American Express card as previously given.

The boss of BT is Sir Ian Vallence write to him providing copy of all documentation and tell him that such harrassment is illegal and that you intend taking legal advice unless you recieve a written apology and statement that you don't owe them the money IF you should get such a response then you can provide copies to the Credit Checking Agencies to clear your credit record - believe me, it will be recorded there for all to see
