Indirect telephone service providers & BT Low User Scheme ?

Q. Today when trying to connect to FreeServe Unlimited on the 161 number I hear a recorded message from BT saying that to regain access to indirect telephone service providers I must cancel my membership of the BT Low User scheme during office hours i.e. next Monday or Tuesday at the earliest.

A. As its name suggests, LUS is aimed at those who use the telephone infrequently, not at those seeking to reduce their line rental while using IA operators or mobile service providers for their calls. BT is required by its Licence to inform customers if they appear eligible for LUS and because of the line rebate, it does not fully recover the costs of supplying a LUS line. The terms and conditions of LUS, which conform to guidelines agreed by the Director General, make it clear that the scheme is not available to "Households who also have telephone services from another supplier..." Any LUS customer using an IA operator (or Carrier Pre-Selection) or mobile service provider is therefore in breach of their contract with BT. Interestingly, it appears that someone using say, Telewest's cable-modem service without a cable telephone account would still be eligible. The conditions have always existed; BT are now enforcing them. NO ONE may use BT's Low User scheme, which is provided as a social service, if they use ANY other means of making outgoing calls (which includes the use of indirect carriers, and also of mobile phones). The existing exclusions appear not to cover this scenario unless BT stretches: "Households who also have telephone, service from another supplier (at the same or different premises) either directly or indirectly. " - where "telephone service" is extended to mean telecom service. It is not clear to me whether the ADSL line is split between BT Telephony and BT Ignite (which provides the data service to a service provider).
