Has exemplaring been changed since the last time I dabbled in it and got (IIRC) fast debt reduction?

Q. Glory was out of missions except for one contact offering a PITA, timed, team-required mission. So I'm in a team, exemp'ed down to 21 for debt-clearing, and I take the mission... which turns out to be a 29- 30, way too tough even when I un-exemp'ed and sk'ed the other blaster. So I quit for the night and log back on to find I got the usual token XP for the failed mission... and at least two more mission offerings. First (a huge DE mission) cleared the 9th bubble. The last - and perhaps more, haven't checked back with the contact - should be enough to get me to 30. But Buddha on a pogo stick, do I have a lot of debt. Every time I grind it down a few k, I get caught by some bastard Lt or pair of freezers and wham, another 7-8k on the old XP MasterCard. I'm running 50-60k that I can't seem to shed - and level 29 is only 203k. I thought exemplaring was supposed to burn debt - but exemp'ed to 21, I only got modest debt returns, less than I was getting in straight street hunting (and I got XP for that!) Plus I got defeated a couple of times, at full level-29 debt. Has exemplaring been changed since the last time I dabbled in it and got (IIRC) fast debt reduction?

A. Exemplar has never been spectacular for clearing out debt. It's like the sidekick system... the main purpose is to let you play with your friends, and still get something out of it, not to be the be-all, end-all. HOWEVER, you will be more powerful exemplar'd down than you were when you were naturally that level, which means you can often help burn through enemies a lot faster. That's where the perception of uber debt relief comes in. If you're trying to clear debt to level, you're often better just fighting at your own level.
