shorting out telephone systems... ?

Q. None that I'm aware of. If your system is newer than 10 years old it has built in circuit protection. Lightning strikes are another issue. At the worst a blown C.O. line card depending on the system. I would suspect something else if the system is not coming up.

A. Absolutely! The TIE 2260 (and the other variants of this like Honeywell and Nitsuko) blow line cards at the drop of a hat. While this is an old system, there are a bunch of them still around. The line cards are "pro- tected" by .315A fuses, but their only apparent purpose is to show you that the card is dead - I've never (in > 50 cases) changed a fuse and had the card work again. Even connecting the wires in the wrong order will blow the cards on this system. Without more details about the manufacturer and model of the system you worked with, I can't say whether it has this type of problem or not. I found out the hard way by being lulled into a false sense of security on NorTel systems, no problems then I had my bad experiences with NEC 16/48's Now I only work on these systems after full power down. The third thing a telephone installer should always learn is "Never cut a working cable". So while you probably meant well, the service should have been disconnected first. Does that mean you wrecked something? Well, that's a little hard to tell from here. Take your lumps, learn from it and move on. Normal analog lines are pretty stable this way, but ISDN will blow fuses in the interface. It's happened to me just by placing a butt-set on the line. Not a good thing. I'm not sure about other digital type circuits (xDSL and the like). The xDSL circuits I've used are those between some of the TUT repeaters (single pair long distance ethernet used for expanding 10Base-T ethernet over voice grade lined up to 18000'). These seem to be pretty tolerant of shorts on the line. Of course the PBX or other system may be designed with fuse protection on the analog lines too. Check your system for these details. If you short the line and the line goes dead, you've probably popped a fuse. Now... My Lucent PBX just shuts down the 2-pair digital lines. They just need to be reset (either pull the circuit pack or reset in software (preferred)). This system uses no fuses.
