How To File Bankruptcy with new laws?

Q. I have 15,000 in credit card debt with new laws, I have a personal loan mother cosign i have no problem paying on that. education loan of 8,000 i will pay for life but the montly payment doesn't kill me. The credit cards do my minimum payments are around 350 a month just on my cards. I have been making minimums but am getting nowhere, only to have them jack my interest rates and minimum payments. The c.c. are killing me and with bankruptcy reform am i able? Should i talk to a lawyer? I thought about just trying to keep paying i am making paymetns but getting nowhere and with reduced income at work i may not make all payments next month or two (then again i may) I thought about credit counseling seems to me there all ripoffs. Figure income is 25,000 a year i am single income fluctuates somewhat up and down. Am i eligible to file bankruptcy i've thought and thought this through i need to do something. And if so chapter 7 or 13 I have zero assets except for beater car, tv, computer, used furniture, nothing valuable. I'd give up all my worldly possession but the clothes on my back to get out of my mess that is how desparate i am.

A. if not bankruptcy what do i do? I'm tired of people telling me to sell my car walk on foot, get rid of my computer.. I'll go tight on budget but i am not going to do without everything. and i have no problem without ever buying on credit again. Sure it'd be nice to buy a home at some point in my life but can wait poor credit is not an issue with me right now, but as of now my credit is fair/good. strongly recommend speaking with a local bankruptcy attorney.
