When can a federal district court filing fee be waived?

Q. You'd think In Forma Pauperis is for prisoners only by reading 28USC Sec. 1915 Proceedings in forma pauperis ( http://www4.law.cornell.edu/uscode/html/uscode28/usc_sec_28_00001915-... ), but there's both an "In Forma Pauperis - General" and an "In Forma Pauperis - Prisoner" form under "Pro Se Forms" at http://www.nyed.uscourts.gov/General_Information/Court_Forms/ . Is there a statutory basis for waiving the filing fee for poor non-prisoners? I may "REQUEST TO PROCEED IN FORMA PAUPERIS" in an FOIA case, and I'm not a prisoner. The filing fee was raised from $250 to $350 this year.
