District Attorney of NY or Manhattan?

Q. With the recent post about Frank Hogan and his successor, Robert Morganthau, I was curious to find out more about Morgenthau and how the character of Adam Schiff was based on him. Now, from what I read, it says Morganthau is the "District Attorney of New York County," but on the show Adam is the DA of Manhattan right? If Adam is the DA of NY County, wouldn't he have veto power than the other DAs of the Bronx and such, or is New York County just considered Manhattan?
