Billing System for Cisco VoIP Routers ?

Q. Has anyone experienced this problem: I have a Cisco 3640 with an E1 voice card in it and I use it as a dial in access gateway. All the calls form PSTN are ok but when I try to make a call from the computer using Netmeeting or Quicknet Linejack I have a problem. The router receives the call, dials the desired number, when I lift the phone, call is connected and everything is ok up to that point. BUT theres no sound. Parties can't hear nothing. It can't be codec problem cause I've tried several different codecs and that didn't solve the problem... I've heard someone say that the H323 that Cisco uses doesn't match Netmeetings or others H323 100%... Is this true??? What can be done??

A. that is not the problem here I think. I have the latest Netmeeting ... But I also have a hardware card from Quicknet, called Linejack. With that the symtoms are exactly the same. Call goes through but voice doesn't :( I'm so desperate already... I have to get this thing working with Cisco...
